Liberation Tigers of Tamileelam (LTTE) elite Black Sea Tigers, engaged in a confrontation with a fleet of Sri Lanka Navy in the seas off Mullaiththeevu, attacked and sunk a SLN Dvora Fast Attack Craft (FAC) between Mullaiththeevu and Naayaa'ru at 2:10 a.m. Saturday, LTTE sources in Vanni told TamilNet. Three Black Sea Tigers were killed in action, according to initial reports.
The sea battle was continuing, the Tigers said.

Navy Fast Attack Craft sinks in mystery blast; 6 crewmembers survive
A Sri Lanka Navy Fast Attack Craft (FAC) has been caught in a possible underwater blast this morning (March 22). According to the defence sources, the locally
built P438 deployed in northeastern coastal waters off Nayaru has sunk due the blast that occurred around 2.30.a.m.
Upon the receipt of the SOS message from the sinking craft other sea units have immediately launched a search and rescue mission in the area. According to the naval
sources, 6 crewmembers, including the Officer in Charge of the craft have been rescued so far.
The survivors have reported an underwater blast that damaged the boat's hull and caused it to be sunk in a short time. According to the survivors there has been no
sea confrontation nor any LTTE craft were present in the area. Navy suspects the blast has caused by a possible sea mine or due to some underwater weapon
developed by the terrorists.
Search and rescue mission continues.
LTTE is a ruthless terrorists outfit that has pioneered many new terrorist tactics such as female suicide bombers, vehicle bombs, boat bombs, etc. All such tactics
have been transferred to the international terrorist organization, making the Sri Lanka's menace a global one. Unfortunately, through its effective propaganda
mechanism and its emissaries in many NGOs, LTTE has been an able raise fund in many western nations for its terrorist activities under the facade of a rebel
organization fighting for the rights of Tamil people.*

Navy craft caught in explosion off Mullaitivu
Daily Mirror A Navy fast attack craft was caught up in an explosion off Nayaru, Mullaitivu early this morning. Six of the sixteen sailors on board were rescued following the
incident. There was no confirmation if the explosion was caused by a sea mine or an attack.

COLOMBO (AFP) - A Sri Lankan navy craft was destroyed in a sea mine blast off the island's north-eastern coast Saturday, leaving at least 10 sailors missing, a
navy spokesman said. Six sailors from the fast attack craft (FAC) were rescued by another boat patrolling the waters off the Tamil Tiger stronghold of Mullaitivu district, spokesman D. K.
P. Dassanayake said.
"The officer in charge and five others from the FAC were rescued," Dassanayake said. "One of them said the craft started taking in water after a huge explosion.
They got into a life raft."
The pro-rebel Tamilnet.com website reported that the Dvora-class fast attack craft was sunk in a suicide attack launched by the Liberation Tigers of Tamil Eelam
(LTTE).
Three "Black Sea Tigers," or suicide bombers, perished in the attack, Tamilnet said quoting Tiger sources.
However, Dassanayake denied there had been any confrontation with the Tigers and insisted that the navy vessel was sunk in a sea mine blast.
A search was underway for the other 10 crewmen after the pre-dawn blast, which occurred as attack craft were patrolling for suspected Tamil rebel activity.
Clashes between suspected Tamil Tiger ships and the Sri Lankan navy have escalated in recent months amid heavy fighting in the island's embattled northern and
eastern regions.
In February, suspected Tamil Tiger rebels sank a navy speedboat near the maritime border with India, leaving five sailors missing.
Thousands of people have been killed in a new wave of fighting since December 2005 when a Norwegian-brokered truce began to unravel. The truce was formally
ended by the government in January.
The LTTE relies on ships to transport black market weapons to the northern part of the island under their control. The rebels have been fighting for a separate Tamil
state since 1972.
The military has pushed out the LTTE from their last bastion in the east of the tropical island, a victory that has largely confined the rebels to their northern mini-state.

attempts to mislead public once again over STF redeployment in the east
Today's edition (March 21) of the local English newspaper the Daily Mirror carries two articles on the redeployment of Police Special Task Force in Eastern
province. Though the two articles may look perfectly innocent on the surface, defence ministry is concerned over the dangerous message that the articles jointly
attempt to convey to the public.
Having known the newspaper has been misleading the public over security issues and also publishing news items aimed at ethnic backlash in the eastern province for
long, the defence ministry does not consider the two articles are just coincidence but as treacherous act of misinformation committed against the public. The two
articles with headings, "STF withdrawn from 10 camps in the East" and "Pillayan group wants the STF to out of East: UNP", attempt to conjure upon its readers that
Defence Ministry is to withdraw Special Task Force personnel from the Eastern Province as a part of some unholy agreement between the security forces and the
political party TMVP. Thus, the defence ministry is in the view that the Editor of the newspaper has carefully manipulated the facts in two mutually supportive articles
to fabricate the false message that she wanted her readers to believe. Defence.lk referred the matter to a senior defence official and got the correct picture of the
proposed STF deployment.
Defence.lk : Has the ministry decided to withdraw STF from the Eastern province?
Answer: No. But, of course there would be some strategic changes to be made in the overall deployment of the security forces, not only the STF troops and that
applies to the whole country, not only to the eastern province.
Defence.lk : Does it mean that STF is going to vacate 10 camps in the eastern province and take new positions in Northern Defences?
Answer: Troops deployment is directly linked to the military strategy that should not be made known to the enemy, therefore, I cannot comment on the changes that
the ministry is going to make, but what I can say is that the newspaper is lying and attempting to draw out the vital military secrets for the terrorists group that it works
for.
Defence.lk : Can you explain further on the issue without jeopardising the military game plan , because this particular newspaper has quoted many senior officials and
politicians to strengthen its argument?
STF is an elite force established to engage in special operations against terrorists. We are taking them to the areas where their service is most needed. This is a
common decision made by any military as the ORBAT (Order of battle) changes. This newspaper is trying to give special significance to STF and the eastern
province, but our plan is for the whole country and for the three forces and police.
To be more specific, we are moving STF troops from certain areas of Ampara district and deploy them in the Batticaloa and Welioya areas where LTTE may
increase its terrorist activities. If you take the whole eastern province there is going to be no reduction of military strength or even the STF strength for that matter as
the newspaper is trying to allude.
On the other hand, newspaper had deceived the public by mingling fabrication with the facts. For example, it quotes some unknown police sources and says that STF
is withdrawing from over 10 camps and then quotes the military spokesperson for confirming the report. If you see the reports carefully you will realise that military
spokesperson had not confirmed what the newspaper had told. He had told nothing about vacating of camps, or about the number of camps to be withdrawn. This is
how the vulpine terror thralls in media play games with our minds to fulfill their sinister motives.
Defence.lk : Do you mean that certain camps are going to be vacated in the Ampara district?
Answer: None of the camp is going to be vacated or withdrawn as the newspaper claims. But of course the strength of security forces in east may be increased.
Defence.lk : Is there an involvement of "Pilliyan Group" in the ministry's decision?
Answer: You see this is where the cat jumps out of the sack. What is the reason that we should consult a political group when making strategic decisions?
To be simple, this newspaper is trying to give a picture that the security forces are going to leave the people in the east at the mercy of whatever the group that it
refers. Though, we are not involved in politics, I will tell you the treacherous lie behind the newspaper story.
TMVP, or whatever the group that the newspaper refers is more active in Batticaloa district and it has very little presence in the Ampara district. If the Ministry is
acting on the demand of the said group why we are increasing the STF strength at Batticaloa district through the new measures. We are only reducing the STF
strength from Ampara district where TMVP is least active when considering the Trincomalee and Batticaloa district, and we are actually increasing the STF strength
in the areas where the said group is most active.
Defence.lk : Is there a tension between STF and the said group?
Answer: STF is a professional armed force. They do not involve in politics or have connection with any civilians group. Like all other armed forces, they too carryout
the duties assigned to them without political interests. It is so pathetic that some people are trying to politicise role of the security forces.
There is no such tension and there is no reason for such tension. The story about the killing of a STF soldier by TMVP is just a cock and bull story aimed at deceiving
the public.
Defence.lk : What is the motive behind propagating such false stories
Answer: This particular newspaper is clearly supportive of LTTE terrorists. It is not the first time that it has misled the people over the security issues. Once it said we
are burning the soldiers' dead bodies to downplay the death figures. Recently, it even went to the extent of misinterpreting Supreme Court's decisions to desecrate the
security forces. Time will bring the comeuppance on those who sociopath who thrive on terrorism.
Defence.lk likes to recall its viewers that it is not the first time that we have disclosed about the anti Sri Lankan forces that enrapture over our blood. Hiding under the
most righteous themes like, media freedom, humanitarian work, peace building, spreading of the god's messages, etc, these vicious forces operate among ourselves
looking for an opportunity to fish out of trouble waters. Unfortunately, there is very little we can do to put kibosh on their viscous activities due to the righteous shells
that they take cover from. As responsible citizen all we can to do is be aware on such forces and their intention.

Sweeping changes in the police service
Several sweeping changes had been made in the Police service including the posts of Commandant STF and DIG of the Criminal Investigations Department (CID)

Sweeping changes in Police Dept., new chiefs appointed to CID, STF

With heightened military activities in the North, the Defence Ministry has decided to withdraw the Special Task Force from more than ten camps in the East and
Mannar, in order to deploy them in LTTE threatened areas in Welioya, police sources said.
A top Police official said that the Army would take over those camps in the East and Vavuniya areas. “The Ministry has decided to withdraw the STF from some
camps in the Ampara and Akkaraipattu areas and deploy them in LTTE threatened villages in Welioya, including Kebithigollewa, shortly,” the police official said.
He also said that the Army would take over security in the Ampara and Akkaraippatu areas, where the STF was present. “The process will start next week,” he
added.
Meanwhile, confirming the report, Military Spokesman Brigadier Udaya Nanayakkara said that the Ministry had taken a decision to withdraw STF personnel from
camps certain areas in the East as well as the Vavuniya area.
“The decision has been taken in order to facilitate future military operations,” Brigadier Nanayakkara said. He added that the STF personnel would be deployed in
some areas in the Welioya sector.
“Only the STF camps in some areas will be withdrawn, others in the Eastern region will remain,” he added.
At present there are several STF camps in the Mannar and Vavuniya areas in addition to those in the East. Following the recapture of the entire Batticaloa District by
the military, STF personnel had taken over the control of the district in order release the Army for the operations in the North.
The STF are responsible for the recapture of the Kanchikudichchiaru area from the LTTE after launching several military operations.
Meanwhile, days after appointing ten new Deputy Inspectors General, sweeping changes have been made in the Police service, including yesterday’s removal of the
STF Commandant and the CID Chief.
According to the new orders, approved by the National Police Commission, CID Chief D.W. Prathapasinghe has been transferred to Sabaragamuwa and DIG Sisira
Mendis appointed as the new CID Chief. DIG Mendis will be also in charge of the Terrorist Investigation Department and the Disappearance Investigation Unit.
Deputy Inspector General Nimal Lewke, who was the STF Commandant, has been replaced by Senior DIG K.L.M. Sarathchandra. DIG Lewke will continue as
DIG Operations of the Western Province.
The other new appointments are as follows: DIGs A Gunatilake as DIG Moneragala Operations Range, P. Nanayakkara as DIG North-Western Range, Puttalam,
R.P.S.K. Rajapaksa as DIG Ampara, H.M.D. Herath as DIG Eastern Range Central, Batticaloa, A Jayasinghe as DIG Training and Exams, S. Michel as DIG
Recruitments, W.P. Dayaratne as DIG Ombudsman, J. Abeysiri Gunawardane as Central Range, East Nuwara Eliya, U. Hewagae as DIG Crimes, Police
Headquarters.
Early last week, ten SSPs were promoted as DIGs.

Betrayal says Sinhala groups

A North and East Sinhala Organization yesterday slammed the government for removing 10 STF camps from the East stating that it was the first step towards
handing over the East to the TMVP.
While charging that there is a move to remove a total of 40 military camps from the East, the North East Sinhala Organization Secretary Sunil Aluthgamage told Daily
Mirror the government’s move was despicable.
“The government has betrayed the gallant efforts of the security forces and the police who sacrificed their lives and
limbs to liberate the East from the clutches of the LTTE,” he said.
The organization charged the Government had already conceded the Eastern Province to the TMVP even before the Provincial Council election.
Mr. Aluthgamage said at the moment there were no plans for the Organization’s representatives intend to discuss this matter with the government but said was
government allies such as the JHU which should not remain silent but take the matter up with the government.
Mr. Aluthgamage said the Organization would soon make a political decision to fight against this move by the government.
